A facebook comment on the intelligence community's "high confidence"

JB on Facebook [edited here]: What does "high confidence" actually mean (see below)? The "confidence" one supposedly gets after smoking marijuana/drinking vodka? A way of saying "I'm not so sure"? A putative affirmation of what is (definitely?) "concluded" (see below NYT headline)? Avoiding getting blamed for being wrong?
