As a USIA veteran, am amused that the name for this new gargantuan bureaucratic entity would be "International Communications Agency" -- the designation given to USIA during the Carter administration and dropped early on in the Reagan administration.
Needless to say, the ICA label was somewhat embarrassing for "public diplomacy" officers overseas, as its acronym doubtless led foreigners with a sense of irony (if not humor) to conclude that the ICA was a branch of the CIA with its letters slightly rearranged to make it "overtly" acceptable.
